Essentially, just looking for advice on how to get this taken care of as soon as possible, and want to know if there are any laws/protections in AZ that make this illegal. It’s been suggested to me to contact the city, but I don’t know how to go about that or what to ask of them. I don’t know what else to do given that I’ve been in touch with multiple people and nothing has changed.

It’s been about 2 months that one woman has told me that she asked the landscapers to clean it out the next time they come through, but they’ve been here 4 times and haven’t done anything about it. I’ve reached out through an app our complex uses to put in maintenance requests about the dog waste, as well as been in contact with 2 different people associated with the property.

It’s gross, unsightly, smells bad and surely has to be some sort of health code violation. Our sprinklers run at least 3 times a day, so that means it’s all getting sprayed down and whatever parasites and bacteria living in there is getting soaked up into the dirt and grass. I live in a complex with 8 apartments arranged into a square where all of our front doors open up to a courtyard with a plot of grass, a grill, table, dog waste receptacle right in the middle of the grass, and now someone has placed a 5 gal homer bucket next to it that has also been filled with dog shit.
